Guidelines for Player Movement Between GVMBA

These Guidelines are intended to
support and strengthen our members, the local park associations, by providing
the continuity of the player and volunteer base within their own community so
that they can continue to offer a viable program. Since the focus for the
Spring Season is to create and sustain a strong and competitive house league, we
need to ensure that there are mechanism’s in place so that each park continues
to have the player base to participate fully in our spring house league.
For purposes of these
guidelines, catchment areas are defined as the areas from which each park has
traditionally registered their players. These usually align with existing
Little League feeder parks. For example, Layritz registers players who came
from Layritz, Hampton and Esquimalt Little Leagues.
A. PLAYERS/FAMILIES REQUESTING A
MOVE:

A player is expected to play
at the local BC Minor Park within whose catchment area they live.

A player may move to another
park for the following reasons:

Attends school, day care,
etc. within another Park’s catchment area

Special request of
family—reasons may be varied, may be confidential

If a player wishes to move to
another park, they and their family are required to:

Make the request in writing
to their local park president

The letter is to be signed
by the local park president if he/she agrees with the move. If no
agreement/signature, the request is denied.

Registration may be
completed at the receiving park on presentation of this letter, if the
receiving park is able to accept this player, that is, they have room to
accommodate the player without displacing a player from their own catchment
area.

Players who move to another
park under this agreement, are expected to remain with the receiving park for
the remainder of their youth baseball career to provide continuity for both of
the parks involved and for the player and family. The exception is when a
player moves to a higher level of play within their division.

All parks are expected to
cooperate and not accept out-of-catchment registrations during their
registration process.
B. MOVEMENT OF PLAYERS TO
ACCOMMODATE TEAMS/NUMBERS/ETC.

Park associations are
permitted to work with other park associations to make sure that all players
can be accommodated to play. For example, two parks may each have not enough
players to create a new team, but could create a new team if combining the
players.

Park associations may decide
within their own park whether to move players on last registered/first to move
basis or to ask for volunteers.

Players who play in a
different park from their catchment area are expected to return to their home
park for the following season. However, they may apply to move under item #A
above.

If a program is not offered at
the park in whose catchment area the player resides, the player may move to a
park of their choice offering the program. When the player reaches the age of
a program offered within their local park, they are expected to return to
their park. However, they may apply to move under #A above.
C. “METRO TEAMS”

If a player tries out for a
single season team (i.e. Bantam AAA, Midget AAA or Premier) and is not
selected for the team for which they are trying, they may be able to try out
for another team. After they have exhausted all opportunities for higher
level of play, they are expected to return to the local Park within whose
catchment area they reside. Then item #A and/or #B will apply if the player
wishes to change or the local park is unable to accommodate them.
D. APPEAL
If a player and their family are
not happy with the decisions made by their local parks, they may appeal in
writing to the Player Agent of Greater Victoria Minor Baseball.
